Arkansas statute regulating the practice veterinary medicine did not create a property interest; Veterinary Board members who ordered plaintiff to cease and desist the practice of veterinary medicine without an Arkansas license were entitled to absolute immunity as they acted in a quasi-judicial capacity in issuing the cease-and-desist letters.
