   Low-Level Radioactive Waste Compact, Nebraska waived its 
   sovereign immunity and subjected itself to injunctive actions to 
   enforce the Compact; district court did not err in enjoining 
   Nebraska from continuing with administrative proceedings 
   related to denial of a license for a disposal facility.
