Civil case - railroads. In the absence of sufficient evidence
concerning the going concern value of the branch, the Board's
decision to establish the purchase price of the branch at the
net liquidation value of the entire line was reasonable; with
respect to its decision on the commercially reasonable value
of the trackage rights, Board did not act arbitrarily by relying
on system-wide costs to set the value; Board erred in
rejecting GS's claim for lost profits caused by illegal
embargo on service on the branch, and the claim is remanded
for further proceedings on the specific amount of damages;
Board did not err in denying legal fees to the shippers.
