Civil case - civil rights. Officers who stopped plaintiffs for
seatbelt violations were entitled to qualified immunity on
false arrest claims as the officers had a reasonable suspicion,
based on their observations, that plaintiffs were violating the
law; city could not be liable on failure-to-train claim as
officers were not liable on the underlying substantive claim.
