   Civil case. Civil rights action in employment. District court 
   granted employee summary judgment on breach of contract 
   claim and awarded nominal damages and dismissed due process 
   claim. District court does not have jurisdiction to review 
   whether just cause existed to terminate employee because, 
   applying state law, the state court must decide issue. Due 
   process claim was properly denied because employee was 
   provided constitutionally adequate pre-termination process and 
   employee did not avail himself of available post-termination 
   procedures.
