   Civil case. Fire chief was terminated for poor performance. District 
   court's grant of summary judgment to fire district and district board 
   members is affirmed. Due process claims failed because district 
   provided adequate, though barely, pretermination process and 
   adequate post-termination opportunity to be heard. Breach of 
   contract claim was properly dismissed because employee did not 
   exhaust state remedies. Judge Beam dissents on procedural due 
   process claim.
